The only way to download and install mods for the standalone version is to get them from the downloads section of the Klei forums. Here's a handy how-to for installing mods from the Klei forums. If the mod is only available on Steam and not on the Klei forums, you may have to contact the mod creator and ask if he or she can put it on our forums. I have an issue when I subscribe a mod from Workshop it doesn't initiate the download. If it does initiate it, it shows up in downloads but doesn't progress at all. If I restart Steam the download is gone and nothing happens. I have created 'mod' directory into my /documents/Paradox Interactive/Crusader Kings 2/ and I'm sure that I have read and write permissions there as well.
